Dear Mr.Jamieson,
I have reosivad your letter of the 30th last.
It is of course highly desirable that pending delimitation
s modus vivendi should be arranged with regard to territorial
waters. Lapps is incontestably Thires”, as you yourself sail
the other day, hence there is no difficulty in determining the
boundary of the territorial watera between Lappa and Staono, the rules of international law uriistaksoly plasing the line st
mi1-channel. I believe that the provincial authorities „havo d-
resty addressed a dispatch to the Portuguese Jonsul, with a vier to prevent the osnurreros of imidenta si ilar to the resent one, requesting guarantees that Chinese territorial waters as above defined be respected in the future. If, as the Portuguese suggest, the presence of K.de Freitas any holp in arranging a settlement we are quite prepared to disoussa matters with him. Coming from a distance, he should envisage things free from
loosi prejudice and hysteria.
